The paper suggests some critical problems which must be carefully considered in the preliminary stage of planning the development of″Information Superhigh way″in China.These problems include:the formation of telecommunication networks

the build-up of information industries

the experience obtained in the execution of reform and opening policy for telecommunications

the transition of the technology research accomplish ments to commercial productive force

and the policy-making and legislation for telecom munication construction in China. The essentials of these problems are briefly described.
