APON need media access control protocol that arbitrates the access to upstream bandwidth. The authors present a new MAC protocol for APON system that conforms to the ITU T recommendation. The time delay prioritization improves the performance of the access system. To decreasing cell delay variation

the requests of high delay priority service are distributed at equal intervals. And low priority requests distribution follows the simple sequential way. The upstream frame length varies with the number of linking users and the bandwidth request minislots are dynamically allocated by system among the terminations. The computer simulation results approve the network performance evaluation.
