In order to satisfy the demand for high bandwidth in the LTE era and achieve the sharing of transmission bandwidths for dynamic data services to the maximum limit

this paper presents a scheme for the network management software to realize the group service management on the basis of analyzing the application scenarios of layer 2 and layer 3 group services and describing and comparing the comprehensive performances of MSMP from the background management to the Graphical User Interface（GUI）.This scheme can well create group services in the network management by using the bridging technology in the intermediate node and ensure the reliability in reporting services to GUI and downloading them to the devices

having significant practical application values.
