This paper firstly introduces the concept and characteristic of access network

then proposes the design method of highly reliably optical fiber network. The route construction algorithm and reliability calculation that are used in the design method are proposed

and a comparison is made between the new method and conventional design method. Finally

it is concluded that the new method is more economically and reliably compared with the conventional method.
