摘要

文章提出并实现了一种基于H.261建议的远程视频监控系统.系统采用了一种新的变码率技术—根据视频图像数据量来自动调整编码率

利用这种变码率技术对由摄像机获取的视频信号进行编码压缩处理

再通过光纤通信系统对标准的H.261数据流进行传输

以供监控中心进行实时监控和备案查询.实验表明

该系统技术性能稳定

具有良好的监控效果.

Abstract

In this paper

a distant video monitoring system based on H.261 recommendation is presented. The system employs the technique of automatically adjusting the coding rate according to the image data quantity. Using this new variable coding rate technique

the video signal is coded and compressed

and transferred through a optical fiber to control center for monitoring and decording. Experiments show that the system works stably and has a good effect of monitoring.
