This paper proposes a new paradigm of future network:Net-AI Agent and City-AI Agent. It is totally different from the"various future network research projects launched by developed countries. The innovation is no longer confined to the scope of"pure network".Instead

it jumps out of the scope of"pure network innovation"

starting with the huge increase of network connections from 10 billion to 100 billion and trillion by starting with the huge demand level of the future Internet from the consumption field to the industry field

by starting with the big data demand level

where the total amount of human knowledge has doubled from several hundred years to a half day

by starting from compatibility with traditional network technology and protecting existing network investment. This paper proposes"Network（Cloud Network）+ Sensor Networks+ Big Data+Algorithmic Processing+ AI"of the end-to-end and whole network of human-like behavior consciousness and self-regulating ability

（because it is very difficult to solve these comprehensive problems by pure network innovation alone）

which can coordinate mutually and solve the problems in network together.Network reconstruction and Software Defined Network/Network Function Virtualization（SDN/NFV）are the first step of this paradigm. The paper introduces several key issues in detail including the network reconstruction

necessity and urgency of network reconstruction and intelligence

be-all of network reconstruction

" what is Net-AI agent"

and" what is City-AI agent".
